A potential Participant who has expressed a desire to participate in the Selection Procedure must submit an official offer in a sealed envelope for the provision of Services in accordance with the requirements specified in the Request for Participation in the Selection Procedure at the following address: 17/10 Syganak Str., Astana, Republicof Kazakhstan, from 08: 30 to 12: 30 and from 14: 00 minutes to 18: 00.
When submitting an application for participation in the selection procedure by potential suppliers or their authorized representatives on purpose, potential suppliers or their authorized representatives must provide a power of attorney to persons representing the interests of a potential supplier for the right to submit an application for participation in the selection procedure and a copy of the identity document.
The deadline for submitting envelopes with official offers is November 14, 2025, until 18: 00.
Envelopes with applications for participation in the selection procedure will be openedon November 19, 2025 at 10: 30 a.m. at the following address: Astana, Syganak str. 17/10, 7th floor

An audit firm is not entitled to participate in the Selection Procedure if it is included in the List of unreliable potential suppliers of the Holding (2) and/or the Register of Unfair Participants in Public Procurement.
The audit firm should confirm its independence by providing an appropriate statement in its official offer for the provision of services. At a separate request of the Client’s Working Body of the Commission, but no more than once a year, the audit organization submits a list of non-audit services rendered or rendered by it to the Client and its subsidiaries/associates/jointly controlled organizations during the year in which the Selection Procedure is conducted, with justification for the absence of a threat to the independence of the Participant in connection with the provision of these services.
When conducting the Selection Procedure, the Customer’s Commission must issue its opinion on the issue of the Participant’s independence, which must be reflected in the protocol.
(1) Participant – an audit organization applying for the conclusion of a contract for the procurement of services of an audit organization and participating in Selection Procedures in accordance with the Procedure established by the Legislation of the Russian Federation.
(2) Holding company – a combination of JSC “Samruk-Kazyna” and legal entities, fifty or more percent of the shares (participation interests) of which are directly or indirectly owned by JSC “Samruk-Kazyna” on the right of ownership or trust management.
